VACANCY: PROCUREMENT MANAGER
The Malawi Telecommunications Limited (MTL) invites applications from suitably qualified and experienced candidates to fill the post of Procurement Manager tenable in Blantyre.
Reporting to the Head of Management Accounting, the main purpose of the job is to manage the procurement process through competitive sourcing of goods and services from suppliers.
The main duties and responsibilities will include but not limited to the following:
1.0 Procurement strategy
- Review, develop and implement the Procurement Strategy and policies.
- Create, maintain and strictly enforce an internal control framework.
- Updates and circulates the procurement procedures to all relevant MTL staff.
- Conducts regular assessment of the systems and processes.
- Drafts requests for proposals or bid/tender documents in consultation with users.
- Distributes tender documents to prospective bidders.
- Oversees the bid opening ceremonies and participates in key bid evaluation processes.
- Plays an intermediary role between bid evaluation team and bidders.
- Coordinates and participates in the negotiation of the contractual terms on a range of contracts.
- Liaises with the legal /Regulatory Affairs Departments on the drafting of a legally enforceable contract.
- Ensures that contracts are signed by both MTL and the supplier.
- Build, develops, maintains and manages good relationships with key stakeholders.
- Communicates with company’s approved suppliers.
- Follows up with Treasury Section to ensure timely establishment of the Letters of credit for imported goods.
- Tracks and follows up with suppliers on status of shipments.
- Liaises with customs clearing agents.
- Checks and approves all import tax payment requests.
- Checks import documentation before submissions to the bank.
6.0 Staff Management and Team Leadership
- Encourages procurement staff to develop their skills and expertise, assesses training needs and provides on job training.
- Performs target setting and performance appraisal for Procurement function.
- Ensures that staff in the department act ethically and protect the interests of the company at all times.
- Ensures that conditions of service and disciplinary procedures are observed at all times.
7.0 Budget and budgetary control
- Formulate and manages the departmental budget Identifies and implements opportunities for cost reduction and cost efficiency for improvement.
- Responsible for all assets, whether physical or virtual, within the Procurement Department.
- Manages the procurement process by selecting and approvingsuppliers based upon a thorough selection process.
9.0 Reporting
- Production and provision of procurement status reports on a monthly basis.
- Communicates monthly cash flow requirements to be included in the monthly cash flow plan.
- Bachelors Degree in Procurement and Logistics or its equivalent plus five years experience. Those with professional qualifications from Chartered Institute of Purchasing and Supply will have an added advantage.

- Should have good negotiation skills.
