Management of funds for cross-border
cooperation between Ukraine and the Republic of Moldova, and between
Ukraine and Belarus. Crossborder cooperation is a new area of activity
within the Local Governance Programme South Caucasus, which is linked to
this programme through a delegated cooperation of the DG DEVCO at the
European Commission. In selected border regions of Ukraine, the Republic
of Moldova, and Belarus, Cross bordermeasures are being implemented in
line with the European Commission‘s Cross-Border-Cooperation (CBC)
strategy, which has been tested successfully in Europe. In this new area
of activity GIZ will manage European Commission (EC) funds. Application
of the funds will be prepared through a DEVCO support programme as part
of the Eastern Partnership Territorial Cooperation in all the countries
concerned, especially for cross border measures involving local
governments and civil society organisations. These EC funds will be used
according to a special procedure to support the social and economic
development in the border regions. Local governments’ capacities will be
expanded to enable them to align themselves with the EC procedures for
regional development, comply with applicable EC regulations, and thus
become reliable partners for other donors at local level.
Your tasks
Your tasks
As an advisor, you will be responsible for the following activities:
- management of funds in compliance with the regulations of the European Commission/DEVCO applicable to cross-border cooperation within the EU’s Eastern Partnership Territorial Programme
- financial management and tendering procedures for cross-border measures
- advising applicants and recipients
- instructing national personnel on financial management and internal controls
- preparing external audits
- reporting according to EU rules
- monitoring finances
- process organisation
- anti-corruption measures
- public relations activities.
Your profile
You have a university degree in Economics or
Public Management. You have experience with EU procedures and delegated
cooperation and are used to managing funds. We expect you to have
experience in development cooperation and in cooperation with DEVCO and
the European Commission.
You are a team player, perform well under pressure, and understand how to provide services. You have a good knowledge of business English, Russian, and Ukrainian. German would be an asset.

Assignment period
As soon as possible until December 2016.
